विकसित कृषि संकल्प अभियान (VKSA–2025) अंतर्गत शेतकऱ्यांकडून प्राप्त झालेल्या समस्यांवर आधारित संशोधनयोग्य मुद्द्यांचा आढावा घेऊन महाराष्ट्र राज्यासाठी ठोस व कृतीक्षम संशोधन आराखडा तयार करण्याच्या उद्देशाने वसंतराव नाईक मराठवाडा कृषि विद्यापीठ, परभणी यांच्या पुढाकाराने एकदिवसीय राज्यस्तरीय कार्यशाळेचे आयोजन दि. २१ जानेवारी २०२६ रोजी करण्यात आले. या कार्यशाळेचे यजमानपद भारतीय कृषि अनुसंधान परिषदेच्या नागपूर येथील राष्ट्रीय मृदा सर्वेक्षण व भूमी उपयोग नियोजन ब्युरो (NBSS&LUP) यांनी भूषविले असून अमरावती रोड येथील ब्युरो परिसरात ही कार्यशाळा यशस्वीरीत्या संपन्न झाली.

देशभरात २९ मे ते १२ जून २०२५ या कालावधीत राबविण्यात आलेल्या विकसित कृषि संकल्प अभियान–२०२५ अंतर्गत महाराष्ट्रात या अभियानाचे उद्घाटन माननीय मुख्यमंत्री महोदयांच्या हस्ते वसंतराव नाईक मराठवाडा कृषि विद्यापीठ, परभणी येथे करण्यात आले होते. खरीप पिकांसाठी आधुनिक तंत्रज्ञानाची माहिती देणे, शासनाच्या कृषि योजना व धोरणांचा प्रसार करणे, मृदा आरोग्य पत्रिकेवर आधारित पीक व खत व्यवस्थापनाचे मार्गदर्शन करणे तसेच शेतकऱ्यांकडून थेट अभिप्राय संकलित करून नाविन्यपूर्ण दस्तऐवज तयार करणे हा या अभियानाचा मुख्य उद्देश होता.

या अभियानात राज्य व केंद्र शासनाच्या कृषि विद्यापीठांतील शास्त्रज्ञ, आयसीएआर संस्थांचे तज्ज्ञ, अटारी, कृषि विज्ञान केंद्रे, आत्मा, स्वयंसेवी संस्था तसेच शेतकरी उत्पादक कंपन्यांचे प्रतिनिधी मोठ्या संख्येने सहभागी झाले होते. अभियानादरम्यान शास्त्रज्ञांनी प्रत्यक्ष शेतकऱ्यांशी संवाद साधून शेतीतील अडचणी, हवामान बदलाचे परिणाम, उत्पादन खर्च, मृदा व पाणी व्यवस्थापन, कीड-रोग समस्या तसेच बाजारपेठेतील अडथळे याबाबत सखोल माहिती संकलित केली.

या पार्श्वभूमीवर आयोजित करण्यात आलेल्या सदर कार्यशाळेत विकसित कृषि संकल्प अभियान (VKSA–2025) मधून समोर आलेल्या संशोधनयोग्य मुद्द्यांचे विश्लेषण करून त्यांचे प्रत्यक्ष संशोधन कृती आराखड्यात रूपांतर करण्यावर विशेष भर देण्यात आला.

या कार्यशाळेस भारतीय कृषि संशोधन परिषदेचे (ICAR) महासंचालक तथा कृषि संशोधन व शिक्षण विभागाचे (DARE) माननीय सचिव डॉ. मांगी लाल जाट हे मुख्य अतिथी म्हणून उपस्थित होते. कार्यशाळेचे स्वागताध्यक्ष माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि, तर अध्यक्षस्थान महाराष्ट्र शासनाचे माननीय अतिरिक्त मुख्य सचिव (कृषि) श्री. विकासचंद्र रस्तोगी (भा.प्र.से.) यांनी भूषविले. यावेळी व्यासपीठावर पोकरा प्रकल्पाचे माननीय प्रकल्प संचालक  श्री. परिमल सिंग (भा.प्र.से.), भाकृअप, नवी दिल्ली येथील पीक विज्ञान विभागाचे माननीय उपमहासंचालक डॉ. डी. के. यादव तसेच राष्ट्रीय मृदा सर्वेक्षण व भूमी उपयोग नियोजन ब्युरो (NBSS&LUP) चे माननीय संचालक डॉ. एन. जी. पाटील यांची प्रमुख उपस्थिती होती.

मार्गदर्शन करताना माननीय सचिव डॉ. मांगी लाल जाट यांनी सांगितले की, विकसित कृषि संकल्प अभियान–२०२५ मधून प्राप्त झालेला शेतकरी अभिप्राय संशोधनाच्या प्रभावी अंमलबजावणीसाठी अत्यंत महत्त्वाचा ठरणार असून कृषि संशोधन हे केवळ “आउटपुट” आधारित न राहता “इम्पॅक्ट” आधारित असणे आवश्यक आहे.

कार्यशाळेच्या उद्घाटन सत्रात विद्यापीठाचे माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि यांनी उपस्थितांचे स्वागत करत कार्यशाळेची पार्श्वभूमी मांडली. विकसित कृषि संकल्प अभियान–२०२५ दरम्यान शेतकऱ्यांकडून थेट मिळालेल्या अनुभवांवर आधारित संशोधन प्राधान्यक्रम निश्चित करणे ही काळाची गरज असल्याचे त्यांनी नमूद केले. पुढे माननीय कुलगुरू म्हणाले की शेती संशोधनामध्ये संकल्पनेपासून व्यावसायिकीकरणापर्यंतची (कन्सेप्ट टू कमर्शिअलायझेशन )  प्रक्रिया पूर्ण होणे आवश्यक आहे. यासाठी शैक्षणिक व संशोधन संस्था, उद्योजक आणि शेतकरी यांच्यात प्रभावी समन्वय असणे गरजेचे आहे. शेतकरी जागतिक पातळीवर आपले उत्पादन घेऊन जाऊ शकला पाहिजे. त्यासाठी स्थाननिहाय (location specific), आर्थिकदृष्ट्या परवडणारे व हवामान-अनुकूल तंत्रज्ञान विकसित करण्याची नितांत आवश्यकता आहे.

तांत्रिक सत्रामध्ये विस्तार, संशोधन व शासनाच्या दृष्टीकोनातून शेतकरी अभिप्रायांचे सादरीकरण करण्यात आले. यामध्ये भाकृअप संस्था, भाकृअप–अटारी पुणे, राज्य कृषि विद्यापीठे तसेच कृषि आयुक्तालयाचे प्रतिनिधी सहभागी झाले होते. वसंतराव नाईक मराठवाडा कृषि विद्यापीठाचे संशोधन संचालक डॉ. खिजर बेग, शिक्षण संचालक डॉ. भगवान आसेवार, विस्तार शिक्षण संचालक डॉ. राकेश अहिरे तसेच विविध विषयातील प्रमुख शास्त्रज्ञांनी सहभाग नोंदविला.

कार्यशाळेच्या समारोप सत्रात सर्व गटांनी सादर केलेल्या शिफारशींवर चर्चा करून महाराष्ट्रासाठी एकसंध, शेतकरी-केंद्रित व परिणामकारक संशोधन कृती आराखड्याला अंतिम स्वरूप देण्यात आले. या सत्राचे अध्यक्षस्थान माननीय अतिरिक्त मुख्य सचिव (कृषि) श्री. विकासचंद्र रस्तोगी यांनी भूषविले.

कार्यशाळेदरम्यान महाराष्ट्रातील शेतीसमोरील प्रमुख आव्हाने — कोरडवाहू शेतीचे प्राबल्य, हवामानातील अनिश्चितता, वारंवार येणारे दुष्काळ, जमिनीच्या आरोग्यातील ऱ्हास, पाणीटंचाई, वाढता उत्पादन खर्च, तुकड्यात विभागलेली जमीनधारणा तसेच बाजारातील चढउतार — यांचा सखोल आढावा घेण्यात आला.

कार्यशाळेत कृषि मूल्यसाखळीतील सर्व घटकांचा समावेश करत दहा विषयगत गटांमार्फत सामूहिक संशोधन पद्धती, संसाधनांचा कार्यक्षम वापर, पुनरावृत्ती टाळणे तसेच संशोधन निष्कर्षांचा वेगवान प्रसार यावर विशेष भर देण्यात आला. महाराष्ट्र राज्यासाठी एकत्रित व कृतीशील संशोधन आराखडा तयार करण्याच्या उद्देशाने दहा विषयांवर समांतर तांत्रिक गट चर्चा आयोजित करण्यात आली.

या चर्चांमध्ये पीक सुधारणा, हवामान-संवेदनशील शेती, मृदा आरोग्य व्यवस्थापन, कृषि यांत्रिकीकरण, कीड व रोग व्यवस्थापनात कृत्रिम बुद्धिमत्तेचा वापर, फलोत्पादन, मूल्यवर्धन व बाजार संलग्नता, अचूक शेती, विस्तार संशोधन तसेच पशुसंवर्धन व मत्स्य व्यवसाय या महत्त्वाच्या क्षेत्रांचा समावेश होता.

या वेळी उपस्थित तज्ज्ञांनी मत व्यक्त केले की, आजच्या शेतकऱ्यांना प्रदेशनिहाय, हवामान-सहिष्णु, आर्थिकदृष्ट्या परवडणारे व तंत्रज्ञानाधारित उपायांची नितांत गरज असून त्यासाठी संशोधन, विस्तार व धोरण यांमध्ये अधिक सुसूत्र समन्वय आवश्यक आहे.

ही कार्यशाळा राज्यातील कृषि संशोधन, विस्तार व धोरणनिर्मिती यामध्ये प्रभावी समन्वय साधून शेतकऱ्यांच्या गरजांनुसार भविष्यातील संशोधनाची दिशा निश्चित करण्यासाठी अत्यंत उपयुक्त ठरणार असल्याचे मत उपस्थित मान्यवरांनी व्यक्त केले.

In-depth deliberations focused on farmers’ issues that emerged from the Viksit Krishi Sankalp Abhiyan–2025

 

Under the Viksit Krishi Sankalp Abhiyan (VKSA–2025), a one-day state-level workshop was organized on 21 January 2026 with the objective of reviewing researchable issues identified from problems received from farmers and preparing a concrete and action-oriented research roadmap for the state of Maharashtra.

The workshop was organized on the initiative of Vasantrao Naik Marathwada Agricultural University, Parbhani. The Indian Council of Agricultural Research (ICAR)–National Bureau of Soil Survey and Land Use Planning (NBSS&LUP), Nagpur, hosted the programme. The workshop was successfully conducted at the NBSS&LUP campus on Amravati Road, Nagpur.

Under the Viksit Krishi Sankalp Abhiyan–2025, implemented across the country from 29 May to 12 June 2025, the inauguration of the campaign in Maharashtra was held at Vasantrao Naik Marathwada Agricultural University, Parbhani, at the hands of the Hon’ble Chief Minister.

The main objectives of this campaign were to provide information on modern technologies for Kharif crops, to disseminate government agricultural schemes and policies, to offer guidance on crop and fertilizer management based on Soil Health Cards, and to prepare an innovative document by collecting direct feedback from farmers.

During the campaign, a large number of scientists from State and Central Agricultural Universities, experts from ICAR institutes, ATARI, Krishi Vigyan Kendras, ATMA, non-governmental organizations, and representatives of Farmer Producer Companies (FPCs) actively participated.

Throughout the campaign, scientists interacted directly with farmers and collected in-depth information regarding agricultural challenges, impacts of climate change, cost of cultivation, soil and water management, pest and disease problems, as well as market-related constraints.

In this context, the workshop that was organized placed special emphasis on analyzing the researchable issues that emerged from the Viksit Krishi Sankalp Abhiyan (VKSA–2025) and transforming them into a practical and actionable research implementation plan.

The workshop was graced by Dr. Mangi Lal Jat, Director General of the Indian Council of Agricultural Research (ICAR) and Secretary, Department of Agricultural Research and Education (DARE), as the Chief Guest. The Welcome President of the workshop was Hon’ble Vice-Chancellor Prof. (Dr.) Indra Mani, while the Chair was presided over by Hon’ble Additional Chief Secretary (Agriculture), Government of Maharashtra, Shri Vikaschandra Rastogi (IAS).

Also present on the dais were Shri Parimal Singh (IAS), Project Director of the PoCRA Project; Dr. D. K. Yadav, Deputy Director General (Crop Science), ICAR, New Delhi; and Dr. N. G. Patil, Director, National Bureau of Soil Survey and Land Use Planning (NBSS&LUP).

While guiding the participants, Honorable Secretary Dr. Mangi Lal Jat stated that the feedback received from farmers under the Viksit Krishi Sankalp Abhiyan–2025 will prove to be extremely important for the effective implementation of research. He emphasized that agricultural research should not remain merely “output-based,” but must be “impact-based.”

During the inaugural session of the workshop, the Hon’ble Vice Chancellor of the University, Prof. (Dr.) Indra Mani, welcomed the participants and presented the background of the workshop. He emphasized that it is the need of the hour to identify research priorities based on the direct experiences received from farmers during the Viksit Krishi Sankalp Abhiyan–2025.

Further, the Hon’ble Vice Chancellor stated that in agricultural research, the process from concept to commercialization must be completed. For this, effective coordination among academic and research institutions, entrepreneurs, and farmers is essential. He stressed that farmers should be empowered to take their produce to the global market. To achieve this, there is an urgent need to develop location-specific, economically viable, and climate-resilient technologies.

During the technical session, farmer feedback was presented from the perspectives of extension, research, and government. Representatives from ICAR institutes, ICAR–ATARI Pune, State Agricultural Universities, and the Department of Agriculture participated in the session. From Vasantrao Naik Marathwada Agricultural University, Director of Research Dr. Khizar Baig, Director of Instruction  Dr. Bhagwan Asewar, Director of Extension Education Dr. Rakesh Ahire, along with heads of various disciplines and senior scientists, actively took part.

In the concluding session of the workshop, discussions were held on the recommendations presented by all thematic groups, and a unified, farmer-centric, and result-oriented research action plan for Maharashtra was finalized. The session was chaired by the Hon’ble Additional Chief Secretary (Agriculture), Shri Vikaschandra Rastogi.

During the workshop, major challenges faced by agriculture in Maharashtra — such as the dominance of rainfed farming, climate uncertainty, recurring droughts, degradation of soil health, water scarcity, rising cost of cultivation, fragmented landholdings, and market fluctuations — were reviewed in depth.

The workshop emphasized collective research approaches through ten thematic groups by involving all stakeholders of the agricultural value chain, ensuring efficient use of resources, avoiding duplication of efforts, and enabling faster dissemination of research outcomes. Parallel technical group discussions on ten key themes were organized with the objective of preparing an integrated and action-oriented research roadmap for Maharashtra.

These discussions covered important areas including crop improvement, climate-resilient agriculture, soil health management, agricultural mechanization, application of artificial intelligence in pest and disease management, horticulture, value addition and market linkage, precision farming, extension research, as well as animal husbandry and fisheries.

Experts present expressed the view that today’s farmers urgently require region-specific, climate-resilient, economically viable, and technology-driven solutions, and that stronger convergence among research, extension, and policy is essential.

The dignitaries opined that this workshop would prove highly beneficial in establishing effective coordination among agricultural research, extension, and policymaking in the state, and in defining the future direction of research in line with farmers’ needs.
