आत्मनिर्भर भारत अभियानांतर्गत केंद्र शासनाच्या अन्न प्रक्रिया उद्योग मंत्रालय (MoFPI), नवी दिल्ली यांच्या आर्थिक सहाय्याने आणि परभणी येथील वसंतराव नाईक मराठवाडा कृषि विद्यापीठ व महाराष्ट्र शासनाच्या कृषि विभागाच्या राज्यस्तरीय नोडल संस्था यांच्या संयुक विद्यमाने विद्यापीठाच्या परभणी येथील अन्नतंत्र महाविद्यालय येथे उभारण्यात आलेल्या अत्याधुनिक कॉमन इन्क्युबेशन सेंटर (CIC) चे उद्घाटन केंद्रीय अन्न प्रक्रिया उद्योग मंत्री माननीय नामदार श्री. चिराग पासवान जी यांच्या शुभहस्ते दिनांक २८ जून २०२६ रोजी संपन्न झाले. यानिमित्ताने माननीय मंत्री महोदयांच्या मार्गदर्शनाचा विशेष कार्यक्रम विद्यापीठाच्या सुवर्ण जयंती दीक्षांत सभागृहात आयोजित करण्यात आला होता.

महाराष्ट्र राज्याचे सार्वजनिक आरोग्य आणि कुटुंब कल्याण, पाणी पुरवठा आणि स्वच्छता, ऊर्जा, महिला आणि बालविकास, सार्वजनिक बांधकाम (सार्वजनिक उपक्रम) राज्यमंत्री तथा पालकमंत्री (परभणी जिल्हा) मा. ना. श्रीमती मेघना साकोरे-बोर्डीकर यांची विशेष उपस्थिती होती. कार्यक्रमाच्या स्वागताध्यक्षस्थानी माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि हे होते. यावेळी प्रमुख अतिथी म्हणून राज्यसभा सदस्य मा. खा.श्री रामराव वडकुते, लोकसभा सदस्य मा. खा.  श्री. संजय जाधव, हे होते. तसेच महाराष्ट्र शासनाचे कृषि प्रक्रिया नियोजन संचालक माननीय श्री विनयकुमार आवटे, माननीय प्रभारी जिल्हाधिकारी आणि जिल्हा परिषदेच्या मुख्य कार्यकारी अधिकारी माननीय श्रीमती नतिशा माथुर  (भाप्रसे), माननीय पोलीस अधीक्षक श्री पंकज कुमावत (भापोसे), शिक्षण संचालक डॉ. भगवान आसेवार आदी मान्यवरांची विशेष उपस्थिती होती.

याबरोबरच संशोधन संचालक डॉ. खिजर बेग, विस्तार शिक्षण संचालक डॉ. राकेश अहिरे, कुलसचिव श्री. पुरभा काळे, विद्यापीठ अभियंता श्री. दीपक कशाळकर, सहयोगी अधिष्ठाता डॉ राजेश क्षीरसागर, विभागीय कृषि सहसंचालक श्री. महेश तीर्थंकर (लातूर) आणि जिल्हा अधीक्षक कृषि अधिकारी श्री दौलत चव्हाण, आदींची प्रमुख उपस्थिती होती.

उद्घाटनपर मार्गदर्शनात केंद्रीय अन्न प्रक्रिया उद्योग मंत्री माननीय नामदार श्री. चिराग पासवान जी यांनी आजच्या कार्यक्रमातील उपस्थितांचा उत्साह पाहून आनंद व्यक्त केला. ते म्हणाले की, विकसित भारत घडविण्यासाठी आपली प्रत्येकाची जबाबदारी वाढत आहे. आदरणीय पंतप्रधान श्री. नरेंद्र मोदीजी यांनी माझ्यावर या मंत्रालयाची जबाबदारी सोपविली असून, मी ती तितक्याच उत्साहाने आणि जबाबदारीने पार पाडत आहे. आज येथे दिसणारा उत्साह पाहून आपल्यासोबत संवाद साधण्याची इच्छा निर्माण झाली.

ते पुढे म्हणाले की, भारत हा शेतीप्रधान देश असून देशाच्या उत्पन्नाचा मुख्य स्त्रोत शेती आहे. त्यामुळे शेतकऱ्यांचे उत्पन्न वाढविण्यासाठी अन्नप्रक्रिया उद्योगाच्या माध्यमातून सातत्याने प्रयत्न केले जातील. सुरुवातीला भारताने उत्पादन वाढीवर लक्ष केंद्रित केले आणि आज आपण उत्पादनामध्ये आत्मनिर्भर तर आहोतच, शिवाय अनेक देशांना निर्यातही करत आहोत. मात्र, या उत्पादनाला मूल्यवर्धन करून अधिक किमतीच्या वस्तूंमध्ये रूपांतरित करण्याची गरज आहे.

आपल्या परंपरेत पूर्वज दही, पापड, लोणचे यांसारख्या पदार्थांवर घरच्या घरी उत्कृष्ट पद्धतीने प्रक्रिया करत होते. त्याच धर्तीवर आजही आपल्या कृषि उत्पादनांवर प्रक्रिया करणे गरजेचे आहे. शेतीचे उत्पन्न वाढविण्यासाठी प्रक्रिया उद्योग महत्त्वाचा असून त्याला अधिक चालना देण्याची आवश्यकता आहे.

शेतकऱ्यांकडे जमीनधारणा कमी असते आणि गरजा अधिक असल्यामुळे अनेकदा त्यांना स्वतःकडील माल कमी किमतीत विकावा लागतो. त्यांच्याकडे साठवणुकीची पुरेशी क्षमता नसते. अशा शेतकऱ्यांची क्षमता बांधणी करून त्यांच्या उत्पादनावर साठवणूक तसेच प्रक्रिया करून मूल्यवर्धनाद्वारे उत्पन्न वाढविणे आवश्यक आहे.

उद्योग क्षेत्रामध्ये मोठी ताकद असून आपण नोकरी मागणारे नव्हे तर नोकरी देणारे बनू शकतो. अन्नप्रक्रिया मंत्रालय उत्पादनापासून विक्रीपर्यंत सक्षमीकरणाच्या दृष्टीने विविध योजना राबवत आहे. अन्नधान्याची नासाडी ही एक गंभीर समस्या असून ती टाळण्यासाठी प्रक्रिया करणे हा सर्वात प्रभावी उपाय आहे. प्रक्रिया उद्योगाचा जास्तीत जास्त विस्तार होणे आवश्यक असून यासाठी राज्य सरकारांचे सहकार्य महत्त्वाचे आहे.

महाराष्ट्राचे माननीय मुख्यमंत्री आणि उपमुख्यमंत्री यांचे कार्य उल्लेखनीय असून महाराष्ट्राने PMFME (प्रधानमंत्री सूक्ष्म अन्न प्रक्रिया उद्योग उन्नयन योजना) अंतर्गत महत्त्वपूर्ण कार्य केले आहे आणि देशात अग्रगण्य स्थान मिळविले आहे.

आपले कृषि उत्पादन जागतिक स्तरावर निर्यात करण्यासाठी रासायनिक कीटकनाशक आणि खतांचा वापर कमी करून सेंद्रिय शेतीचा अवलंब करणे आवश्यक आहे. तसेच गुणवत्तापूर्ण प्रक्रिया उत्पादने तयार करावी लागतील. यासाठी माननीय पंतप्रधान श्री. नरेंद्र मोदीजी यांच्या नेतृत्वाखाली राबविण्यात येत असलेल्या “खेत बचाव अभियान” सारख्या उपक्रमांचा मोठा लाभ होईल.

विद्यार्थ्यांना मार्गदर्शन करताना त्यांनी सांगितले की, कोणत्याही क्षेत्रात कार्य करा, परंतु आपल्या उत्पादनाच्या गुणवत्तेबाबत कोणतीही तडजोड करू नका. केवळ गुणवत्तायुक्त उत्पादनेच दीर्घकाळ टिकून आपली ओळख निर्माण करतात. अनेक ब्रँड्स वर्षानुवर्षांच्या मेहनतीने उभे राहतात, परंतु लालसेपोटी दर्जामध्ये तडजोड केल्यास अनेक वर्षांची मेहनत काही क्षणात नष्ट होऊ शकते. त्यामुळे स्वतःशी कटिबद्ध राहून गुणवत्ता कायम राखा.

ते म्हणाले की, “मेड इन इंडिया’ असलेली प्रत्येक वस्तू सर्व मापदंडांवर परिपूर्ण आणि जागतिक दर्जाची असली पाहिजे. भारतातील शेतकऱ्यांमध्ये जगाची अन्नबँक (Global Food Bank) बनविण्याची क्षमता आहे,” असा विश्वास माननीय पंतप्रधानांनी व्यक्त केला आहे.

शेवटी त्यांनी सांगितले की, वसंतराव नाईक मराठवाडा कृषि विद्यापीठाची स्थापना महाराष्ट्राचे दूरदृष्टी असलेले माजी मुख्यमंत्री स्वर्गीय वसंतरावजी नाईक यांच्या विचारातून झाली. कृषि शिक्षण, संशोधन, तंत्रज्ञान विकास आणि कृषि विस्तार क्षेत्रात त्यांचे अनमोल योगदान आहे. त्यांचा वारसा जपत विद्यापीठाने, विभागाने आणि देशाने आपले नाव अधिक उज्ज्वल करावे, असे आवाहन त्यांनी केले.

पालकमंत्री माननीय नामदार श्रीमती मेघना साकोरे-बोर्डीकर यांनी मराठवाडा विभागातील कृषि क्षेत्रावर आधारित उद्योगांना प्रोत्साहन देण्यासाठी विशेष प्रयत्न सुरू असल्याचे सांगितले. यासाठी इंडियन चेंबर ऑफ कॉमर्स यांच्याशी समन्वय साधला जात असून, परभणीसह संपूर्ण महाराष्ट्रात कृषिआधारित प्रक्रिया उद्योग उभारावेत, यासाठी प्रयत्न केले जात आहेत. परभणी जिल्ह्यात दळणवळणाची प्रभावी साधने उपलब्ध असल्याने येथे अधिकाधिक उद्योग उभारणीस प्रोत्साहन देण्यासाठी केंद्रीय अन्न प्रक्रिया उद्योग मंत्री ना. श्री चिराग पासवान जी यांनी भरीव मदत द्यावी, असे आवाहन त्यांनी केले.

खासदार माननीय डॉ. रामराव वडकुते यांनी प्रक्रिया उद्योगांच्या माध्यमातून मराठवाड्यातील शेतकऱ्यांचा सर्वांगीण विकास साधण्यासाठी क्लस्टर विकास आणि विक्री व्यवस्थापन व्यवस्था मजबूत करण्याची आवश्यकता असल्याचे नमूद केले.

खासदार माननीय श्री संजय जाधव यांनी अन्नतंत्र महाविद्यालयाचा इतिहास सांगून, सुवर्णमहोत्सवी वर्षानिमित्त या महाविद्यालयाच्या माध्यमातून मोठे योगदान घडावे यासाठी भरीव मदत करण्याची मागणी केली.

स्वागतपर भाषणात माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि यांनी सांगितले की, केंद्र शासनाच्या अन्न प्रक्रिया उद्योग मंत्रालयाच्या (MoFPI) वतीने प्रधानमंत्री सूक्ष्म अन्न प्रक्रिया उद्योग योजना (PMFME – Pradhan Mantri Formalisation of Micro Food Processing Enterprises) ग्रामीण भागाच्या आर्थिक उन्नतीसाठी कार्यान्वित करण्यात आली आहे. तसेच “एक जिल्हा – एक उत्पादन” (ODOP) हा महत्त्वपूर्ण उपक्रमही राबविण्यात येत आहे.

या योजनेंतर्गत शेतकरी, युवक आणि उद्योजकांना प्रशिक्षण देण्यासाठी संपूर्ण महाराष्ट्रात केवळ तीन कॉमन इन्क्युबेशन सेंटर (CIC) मंजूर करण्यात आले असून, त्यापैकी एक केंद्र वसंतराव नाईक मराठवाडा कृषि विद्यापीठाला मिळणे ही अभिमानाची बाब असल्याचे त्यांनी नमूद केले.

विद्यापीठाच्या अन्न तंत्र महाविद्यालयात सुरू करण्यात आलेले कॉमन इन्क्युबेशन सेंटर (CIC) हे ग्रामीण उद्योजकता विकासासाठी समर्पित केंद्र असून, या केंद्राच्या उद्घाटनासाठी राज्याचे कृषिमंत्री मा. ना. श्री. दत्ता भरणे यांनी शुभेच्छा पाठवल्याची माहिती त्यांनी दिली.

या केंद्राचे उद्घाटन केंद्रीय अन्न प्रक्रिया उद्योग मंत्री मा. ना. श्री. चिराग पासवान जी यांच्या शुभहस्ते झाले असून ते युवकांचे आदर्श आणि प्रेरणास्थान आहेत, त्यांच्या अंगी उत्कृष्ट नेतृत्वगुण आहेत. युवक आणि ग्रामीण विकासाला प्राधान्य देत त्यांनी विविध नाविन्यपूर्ण योजनांद्वारे उल्लेखनीय कार्य केले असल्याचे त्यांनी सांगितले.

विद्यापीठाच्या विस्तार यंत्रणेद्वारे मराठवाड्यातील शेतकऱ्यांना सातत्याने मार्गदर्शन करण्यात येत असून, प्रधानमंत्री सूक्ष्म अन्न प्रक्रिया उद्योग योजनेअंतर्गत २०२१ ते २०२५ या सलग चार वर्षांत छत्रपती संभाजीनगर जिल्ह्याने सूक्ष्म अन्न प्रक्रिया उद्योग उभारणीच्या आधारे देशात प्रथम क्रमांक पटकावला आहे. २०२५ अखेरपर्यंत जिल्ह्यात सुमारे २,२६० PMFME उद्योग स्थापन करण्यात आले असून त्यामुळे हा जिल्हा देशातील अग्रगण्य जिल्ह्यांमध्ये समाविष्ट झाला आहे.

शेतकऱ्यांच्या उत्पादनात कधी नुकसान झाले तरी प्रक्रिया उद्योगांच्या माध्यमातून त्याची भरपाई मिळविणारे अनेक शेतकरी आज या कार्यक्रमात सहभागी झाले आहेत. हे सर्व शेतकरी मेहनती आणि कष्टाळू असून यश मिळविण्यासाठी केवळ मेहनत हाच सर्वात महत्त्वाचा घटक आहे. त्यामुळे प्रत्येकाने मेहनतीला प्राधान्य द्यावे, असे आवाहन त्यांनी केले.

विद्यापीठाच्या या केंद्रामध्ये अत्याधुनिक तंत्रज्ञानावर आधारित तीन प्रमुख प्रक्रिया लाईन्स उभारण्यात आल्या आहेत. त्यामध्ये उसापासून गूळ व द्रवरूप गुळपाक निर्मिती प्रक्रिया लाईन, उसाचा रस व विविध पेय प्रक्रिया लाईन तसेच मसाला प्रक्रिया लाईन यांचा समावेश आहे. या सुविधांच्या माध्यमातून सुरक्षित, दर्जेदार आणि बाजारपेठेच्या गरजेनुसार मूल्यवर्धित उत्पादनांची निर्मिती शक्य होत आहे.

या केंद्रात अत्याधुनिक फूड टेस्टिंग लॅबोरेटरी स्थापन करण्यात आली असून उत्पादनांचे पोषणमूल्य, सुरक्षितता आणि शेल्फ लाइफ यांचे वैज्ञानिक विश्लेषण करता येणार आहे. तसेच इच्छुक उद्योजकांना उत्पादन विकास, मानकीकरण, लघुउद्योग व्यवस्थापन, व्यवसाय नियोजन आणि बाजारपेठ विकास याबाबत तांत्रिक मार्गदर्शन व सल्ला उपलब्ध करून दिला जात आहे.

आतापर्यंत सुमारे १००० ते १२०० लाभार्थ्यांनी प्रशिक्षण व प्रात्यक्षिकांचा लाभ घेतला असून त्यामुळे मराठवाड्यातील ग्रामीण भागात उद्योजकता विकास आणि रोजगारनिर्मितीला मोठी चालना मिळणार आहे.

विद्यापीठाने शिक्षणाच्या माध्यमातून सक्षम मनुष्यबळ निर्माण केले असून देशातील २१ राज्यांतील विद्यार्थी येथे शिक्षण घेत आहेत. त्यामुळे हे विद्यापीठ भारताचे लघुरूप असल्याचे त्यांनी सांगितले.

संशोधन क्षेत्रातही विद्यापीठ अग्रेसर असून तुरीच्या ‘गोदावरी’ वाणासह सोयाबीन, कापूस, तीळ आदी पिकांमध्ये विद्यापीठाचे उल्लेखनीय योगदान असल्याचे त्यांनी नमूद केले.

‘बायोमिक्स’ या संशोधनाधारित उत्पादनाच्या माध्यमातून विद्यापीठाने शेतकऱ्यांच्या उत्पादनक्षमतेत क्रांती घडवून आणली असून हे शेतकरीहिताचे उत्पादन मराठवाड्यासह इतर भागातही लोकप्रिय झाले आहे.

“शेतकरी देवो भव:” या भावनेतून विद्यापीठ सातत्याने विस्तार कार्य करत असून या कॉमन इन्क्युबेशन सेंटरच्या माध्यमातून संशोधन, प्रक्रिया उद्योग आणि विस्तार कार्य अधिक प्रभावीपणे राबविले जाईल, असे त्यांनी शेवटी नमूद केले.

संचालक माननीय श्री विनयकुमार आवटे यांनी नमूद केले की, या योजनेअंतर्गत ४२ हजारांहून अधिक लाभार्थ्यांना प्रशिक्षण देण्यात आले असून ३० हजारांहून अधिक लाभार्थी प्रक्रिया उद्योगाशी जोडले गेले आहेत. या प्रक्रिया उद्योगांच्या अधिक सक्षमीकरणासाठी सध्या उपलब्ध असलेल्या अनुदानात वाढ करण्याची विनंती त्यांनी केली.

प्रास्ताविकात डॉ. भगवान आसेवार यांनी सांगितले की, कॉमन इन्क्युबेशन सेंटरच्या माध्यमातून शेतकऱ्यांच्या उद्योगांना नवी दिशा मिळाली आहे. यामध्ये युवक, शेतकरी, महिला आणि लघुउद्योजकांचा मोठ्या प्रमाणात समावेश आहे. विद्यापीठ सातत्याने प्रगती करत असून भारतीय कृषि अनुसंधान परिषदेकडून (ICAR) अधिस्वीकृतीचा ‘अ’ दर्जा प्राप्त झाला आहे. तसेच या विद्यापीठाने देशातील सर्वप्रथम अन्नतंत्र महाविद्यालय सुरू करण्याचा मान मिळवला आहे. या महाविद्यालयाने विद्यार्थ्यांसह अन्नप्रक्रिया प्रशिक्षणाच्या माध्यमातून शेतकरी उत्पादक कंपन्या (FPO), स्वयंसहायता बचत गट आणि युवा उद्योजकांना सक्षम बनविण्याचे कार्य केले आहे. भविष्यातही माननीय केंद्रीय मंत्री यांच्या हस्ते उद्घाटन झालेल्या या कॉमन इन्क्युबेशन सेंटरच्या माध्यमातून परभणी जिल्ह्यासह संपूर्ण मराठवाड्यातील शेतकरी, युवक, महिला बचतगट, उद्योजक, स्टार्टअप्स, एफपीओ, सहकारी संस्था आणि संशोधकांना या केंद्राचा मोठा लाभ मिळणार आहे.

अन्नतंत्र महाविद्यालयाचे सहयोगी अधिष्ठाता डॉ. राजेश क्षीरसागर यांनी उपस्थितांचे आभार मानले. सूत्रसंचालन डॉ. वीणा भालेराव आणि डॉ. रणजित चव्हाण यांनी केले. या कार्यक्रमास विद्यापीठातील सर्व महाविद्यालयांचे सहयोगी अधिष्ठाता, विभागप्रमुख, प्राध्यापक, शास्त्रज्ञ, योजनेचे लाभार्थी, शेतकरी, विद्यार्थी, माजी विद्यार्थी तसेच उद्योजक मोठ्या उत्साहात सहभागी झाले.

वसंतराव नाईक मराठवाडा कृषि विद्यापीठ परभणी अंतर्गत अन्न तंत्र महाविद्यालयात केंद्र शासनाच्या अन्न प्रक्रिया उद्योग मंत्रालय (MoFPI) यांच्या प्रधानमंत्री सूक्ष्म अन्न प्रक्रिया उद्योग उन्नयन योजना (PMFME) अंतर्गत उभारण्यात आलेले अत्याधुनिक कॉमन इन्क्युबेशन सेंटर (CIC) ग्रामीण भागातील शेतकरी, महिला बचत गट, युवा उद्योजक आणि सूक्ष्म अन्नप्रक्रिया उद्योगांना मोठी संधी उपलब्ध करून देत आहे.

परभणी जिल्ह्याच्या ODOP (One District One Product) संकल्पनेअंतर्गत मंजूर करण्यात आलेल्या या केंद्रासाठी सुमारे ₹329.50 लाखांचा निधी उपलब्ध करून देण्यात आला आहे. या प्रकल्पाचा मुख्य उद्देश ग्रामीण भागातील सूक्ष्म उद्योजकांना आधुनिक यंत्रसामग्री, प्रशिक्षण, प्रक्रिया तंत्रज्ञान आणि उत्पादनांचे व्यापारीकरण यासाठी एकाच ठिकाणी सुविधा उपलब्ध करून देणे हा आहे.

या केंद्रामध्ये विविध (तीन)अन्न प्रक्रिया उद्योगांसाठी स्वतंत्र प्रक्रिया लाईन्स उभारण्यात आल्या आहेत. त्यामध्ये गुळ व द्रव गुळ प्रक्रिया लाईन, ऊस रस व पेय प्रक्रिया लाईन, मसाला प्रक्रिया लाईन, तसेच अत्याधुनिक फूड टेस्टिंग लॅबोरेटरी यांचा समावेश आहे.

मसाला प्रक्रिया विभागात हळद, आले, लसूण, मिरची, धणे, जिरे, करी पावडर, मसाला मिक्स यांसारख्या उत्पादनांसाठी वॉशर-कम-पिलर, स्लायसर, रोस्टर, पल्व्हरायझर, ब्लेंडर, डिहायड्रेशन युनिट, पॅकिंग आणि इंडक्शन सीलिंग मशीन उपलब्ध आहेत.

गुळ प्रक्रिया विभागात ऊस क्रशिंग, फिल्ट्रेशन, बॉयलिंग, क्लॅरिफिकेशन, कॉन्सन्ट्रेशन, मोल्डिंग, पॅकेजिंग यासाठी आधुनिक यंत्रणा बसविण्यात आली असून यामधून गुळ ब्लॉक, काकवी, गुळ पावडर आणि गुळ क्युब्स तयार करता येतात.

ऊस रस व बेव्हरेज प्रक्रिया विभागात ऊस स्वच्छता, रस काढणे, फिल्ट्रेशन, होमोजेनायझेशन, बाटली भरणे, पाश्चरायझेशन आणि लेबलिंग यंत्रणा उपलब्ध असून RTS पेये, बाटलीबंद ऊस रस आणि मिश्रित पेये तयार केली जाऊ शकतात.

याशिवाय फूड टेस्टिंग लॅबोरेटरीमध्ये फायबर अ‍ॅनालायझर, व्हॅक्यूम ओव्हन, pH मीटर, ब्रिक्स-अ‍ॅसिडिटी मीटर, फ्रायिंग ऑईल मॉनिटर, रेफ्रॅक्टो-पोलॅरिमीटर, डीप फ्रीझर, कंट्रोल्ड एन्व्हायर्नमेंट चेंबर यांसारखी अत्याधुनिक उपकरणे उपलब्ध करून देण्यात आली आहेत.

या केंद्रामार्फत दरवर्षी शेकडो शेतकरी, महिला गट, एफपीओ, स्वयं सहायता गट, सहकारी संस्था आणि नवउद्योजकांना प्रशिक्षण, कौशल्य विकास आणि उद्योग उभारणीसाठी मार्गदर्शन दिले जात असून आतापर्यंत जवळपास १००० ते १२०० लाभार्थ्यांना याचा लाभ घेतला आहे. यामुळे स्थानिक कृषी उत्पादनांना मूल्यवर्धन मिळून ग्रामीण अर्थव्यवस्थेला नवी दिशा मिळणार आहे.

Common Incubation Center Gives New Momentum to Rural Entrepreneurship: Hon’ble Vice Chancellor Prof. (Dr.) Indra Mani

Under the Atmanirbhar Bharat Abhiyan, an advanced Common Incubation Center (CIC) established at the College of Food Technology, Vasantrao Naik Marathwada Krishi Vidyapeeth (VNMKV), Parbhani, with financial assistance from the Ministry of Food Processing Industries (MoFPI), Government of India, New Delhi, and in collaboration with Vasantrao Naik Marathwada Krishi Vidyapeeth, Parbhani and the State-Level Nodal Agency of the Agriculture Department, Government of Maharashtra, was inaugurated on 28 June 2026 by Union Minister for Food Processing Industries, Hon’ble Shri Chirag Paswan ji.

On this occasion, a special interaction and guidance session by the Hon’ble Minister was organized at the Golden Jubilee Convocation Hall of the university.

Minister of State for Public Health and Family Welfare, Water Supply and Sanitation, Energy, Women and Child Development, Public Works (Public Undertakings), and Guardian Minister of Parbhani District, Hon’ble Smt. Meghana  Sakore-Bordikar, was specially present for the event.

The program was presided over by Vice Chancellor Prof. (Dr.) Indra Mani. Distinguished guests included Rajya Sabha Member Shri Ramrao Wadkute, Lok Sabha Member Shri Sanjay Jadhav, Director of Agricultural Processing Planning, Government of Maharashtra Shri Vinaykumar Awate, Acting District Collector and CEO of Zilla Parishad Smt. Natisha Mathur (IAS), Superintendent of Police Shri Pankaj Kumawat (IPS), and Director of Instruction Dr. Bhagwan Asewar.

Also present were Director of Research Dr. Khizar Baig, Director of Extension Education Dr. Rakesh Ahire, Registrar Shri Purbha Kale, University Engineer Shri Deepak Kashalkar, Associate Dean Dr. Rajesh Kshirsagar, Divisional Joint Director of Agriculture Shri Mahesh Tirthankar (Latur), and District Superintendent Agriculture Officer Shri Daulat Chavan, among other dignitaries.

During his inaugural address, Honble Union Minister Shri Chirag Paswan ji expressed happiness after witnessing the enthusiasm of the participants present at the event. He said that the responsibility of every citizen has increased in building a Developed India (Viksit Bharat). He stated that Hon’ble Prime Minister Shri Narendra Modi ji has entrusted him with the responsibility of this ministry, and he is carrying out this responsibility with equal enthusiasm and dedication. Seeing the enthusiasm at the university inspired him to interact directly with the audience.

He further said that India is an agriculture-based nation, and agriculture remains the primary source of income for the country. Therefore, continuous efforts will be made to increase farmers’ income through the food processing industry. Initially, India focused on increasing agricultural production, and today the country has become self-reliant in production while also exporting to many countries. However, there is now a need to add value to agricultural produce and convert it into higher-value products.

He noted that traditionally, Indian households processed products like curd, papad, and pickles effectively at home, and in the same way, modern agricultural produce should also undergo processing. He emphasized that food processing is essential to increasing agricultural income and should receive greater encouragement.

The Hon’ble Minister pointed out that many farmers own small landholdings but have larger financial needs, forcing them to sell their produce at lower prices due to inadequate storage facilities. He said it is necessary to strengthen farmers’ capacities so they can store, process, and add value to their produce, thereby increasing income.

He emphasized that the industrial sector has immense strength and that youth should aspire to become job creators rather than job seekers. The Ministry of Food Processing Industries is implementing various schemes aimed at empowering stakeholders from production to marketing. Food wastage remains a serious issue, and processing is the most effective solution to minimize such losses. Expansion of the food processing sector is essential, and cooperation from state governments is equally important.

He appreciated the work of the Chief Minister and Deputy Chief Minister of Maharashtra, stating that Maharashtra has performed exceptionally well under the PMFME Scheme (Pradhan Mantri Formalisation of Micro Food Processing Enterprises Scheme) and has secured a leading position in the country.

He further stressed that to make Indian agricultural products globally competitive, it is necessary to reduce the use of chemical fertilizers and adopt organic farming practices. Quality processed products must also be developed. He said initiatives like the “Kheti Bachao Abhiyan”, being implemented under the leadership of Hon’ble Prime Minister Shri Narendra Modi ji, will greatly benefit this objective.

While addressing students, he advised them that regardless of the field they choose, they should never compromise on the quality of their products. Only quality products survive for the long term and build a lasting identity. Many successful brands are built through years of hard work, but compromising on quality for short-term gain can destroy years of effort within moments. Therefore, he urged students to remain committed to maintaining quality standards.

He further stated that every product carrying the label “Made in India” must meet all standards of excellence and be globally competitive. He reiterated the Hon’ble Prime Minister’s vision that Indian farmers have the potential to become the food bank of the world.

In conclusion, he said that Vasantrao Naik Marathwada Krishi Vidyapeeth was established based on the visionary thinking of former Maharashtra Chief Minister Late Vasantrao Naik. The university has made invaluable contributions in agricultural education, research, technology development, and agricultural extension. He appealed to the university, the department, and the nation to carry forward this legacy and further enhance India’s reputation in the agricultural sector.

Guardian Minister Hon’ble Smt. Meghana Sakore-Bordikar stated that special efforts are being undertaken to promote agriculture-based industries in the Marathwada region. For this purpose, coordination is being established with the Indian Chamber of Commerce, and continuous efforts are being made to establish agro-processing industries in Parbhani as well as across Maharashtra. She appealed to Union Minister of Food Processing Industries Hon’ble Shri Chirag Paswan ji to provide substantial support for encouraging the establishment of more industries in Parbhani district, considering the availability of effective transportation and connectivity infrastructure in the region.

Member of Parliament Hon’ble Dr. Ramrao Wadkute emphasized that in order to ensure the overall development of farmers in the Marathwada region through processing industries, there is a need to strengthen cluster development and marketing management systems.

Member of Parliament Hon’ble Shri Sanjay Jadhav highlighted the history of the College of Food Technology and requested substantial assistance so that the institution can make a significant contribution during its Golden Jubilee year.

In his welcome address, Hon’ble Vice Chancellor Prof. (Dr.) Indra Mani stated that the Ministry of Food Processing Industries (MoFPI), Government of India, has implemented the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme to strengthen the economic development of rural areas. He also highlighted the implementation of the important initiative “One District – One Product (ODOP)” under this scheme.

He mentioned that under this scheme, only three Common Incubation Centers (CICs) have been approved across Maharashtra for providing training to farmers, youth, and entrepreneurs, and receiving one such center at Vasantrao Naik Marathwada Agricultural University (VNMKV) is a matter of great pride for the university.

He said that the Common Incubation Center (CIC) established at the university’s College of Food Technology is a dedicated center for promoting rural entrepreneurship development. He also informed that Maharashtra State Agriculture Minister Hon’ble Shri Dattatray Bharane had conveyed his best wishes for the inauguration of this center.

The center was inaugurated by Union Minister of Food Processing Industries Hon. Shri Chirag Paswan, whom he described as an inspiration and role model for youth. He praised Shri Paswan’s excellent leadership qualities and noted that he has carried out remarkable work through innovative schemes focused on youth empowerment and rural development.

He further said that through the university’s extension system, continuous guidance is being provided to farmers across Marathwada. Under the PMFME scheme, Chhatrapati Sambhajinagar district has secured first rank in the country for four consecutive years (2021–2025) in establishing micro food processing enterprises. By the end of 2025, around 2,260 PMFME-based enterprises have been established in the district, making it one of the leading districts in the country.

He noted that many farmers participating in the program have successfully compensated for losses in agricultural production through food processing industries. These farmers are hardworking and dedicated, and he emphasized that hard work remains the most important factor for achieving success, urging everyone to prioritize diligence.

At this center, three advanced technology-based processing lines have been established, including:

-        Jaggery and liquid jaggery syrup production line from sugarcane

-        Sugarcane juice and beverage processing line

-        Spice processing line

Through these facilities, it has become possible to produce safe, high-quality, and market-oriented value-added products.

An advanced Food Testing Laboratory has also been established at the center, enabling scientific analysis of nutritional value, product safety, and shelf life. In addition, aspiring entrepreneurs are being provided technical guidance and consultancy on product development, standardization, small-scale industry management, business planning, and market development.

So far, around 1,000 to 1,200 beneficiaries have availed training and demonstration programs at the center, which is expected to significantly boost entrepreneurship development and employment generation in rural Marathwada.

He said the university has developed skilled human resources through quality education, and students from 21 states across India are studying at the university, making it a miniature representation of India.

He also highlighted the university’s leading role in research, noting its remarkable contributions in crop varieties such as Godavari Tur (pigeon pea variety), soybean, cotton, sesame, and other crops.

Through the research-based product “Biomix,” the university has brought revolutionary improvement in farmers’ productivity. This farmer-friendly product has gained popularity not only in Marathwada but also in other regions.

Concluding his address, he stated that the university continues its extension work with the philosophy of “Farmer Devo Bhava”, and through this Common Incubation Center, the university will further strengthen and expand its work in research, food processing industries, and agricultural extension activities.

Shri Vinaykumar Awate stated that under this scheme, training has been provided to more than 42,000 beneficiaries, and over 30,000 beneficiaries have been connected with food processing industries. He also requested an increase in the currently available subsidy to further strengthen these processing industries.

In his introductory remarks, Dr. Bhagwan Asewar said that the Common Incubation Center has provided a new direction to farmers’ enterprises. A large number of youth, farmers, women, and small entrepreneurs are actively involved through this initiative. He further highlighted that the university has been making continuous progress and has received ‘A’ grade accreditation from the Indian Council of Agricultural Research (ICAR). He also noted that the university holds the distinction of establishing the country’s first College of Food Technology. Through this college, along with academic education, training programs in food processing have empowered Farmer Producer Organizations (FPOs), Self-Help Groups (SHGs), and young entrepreneurs. In the future as well, this Common Incubation Center, inaugurated by the Hon. Union Minister, will provide significant benefits to farmers, youth, women’s self-help groups, entrepreneurs, startups, FPOs, cooperative institutions, and researchers across Parbhani district and the entire Marathwada region.

Dr. Rajesh Kshirsagar expressed gratitude to all the dignitaries and participants. The program was compered by Dr. Veena Bhalerao and Dr. Ranjit Chavan. Associate Deans of all colleges under the university, Heads of Departments, professors, scientists, beneficiaries of the scheme, farmers, students, alumni, and entrepreneurs participated enthusiastically in the event.

Information about the Common Incubation Center (CIC) Project

The state-of-the-art Common Incubation Center (CIC) established under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme of the Ministry of Food Processing Industries (MoFPI), Government of India, at the College of Food Technology under Vasantrao Naik Marathwada Krishi Vidyapeeth (VNMKV), Parbhani, is creating significant opportunities for farmers, women self-help groups, young entrepreneurs, and micro food processing industries in rural areas.

Under the One District One Product (ODOP) concept approved for Parbhani district, this center has been established with financial assistance of approximately ₹329.50 lakh. The main objective of the project is to provide rural micro-entrepreneurs with integrated facilities at one place, including modern machinery, technical training, food processing technologies, and support for commercialization of products.

The center has established dedicated processing lines for three major food processing sectors, including jaggery and liquid jaggery processing, sugarcane juice and beverage processing, and spice processing, along with a modern food testing laboratory.

The spice processing unit is equipped for processing products such as turmeric, ginger, garlic, chili, coriander, cumin, curry powder, and spice mixes. The facility includes advanced machinery such as washer-cum-peeler, slicer, roaster, pulverizer, blender, dehydration unit, packaging machine, and induction sealing machine.

The jaggery processing unit includes modern systems for sugarcane crushing, filtration, boiling, clarification, concentration, molding, and packaging. This unit enables production of jaggery blocks, liquid jaggery (kakvi), jaggery powder, and jaggery cubes.

The sugarcane juice and beverage processing unit is equipped with facilities for cleaning sugarcane, juice extraction, filtration, homogenization, bottle filling, pasteurization, and labeling, making it possible to produce RTS (Ready-to-Serve) beverages, bottled sugarcane juice, and blended beverages.

In addition, the Food Testing Laboratory is equipped with sophisticated instruments such as fiber analyzer, vacuum oven, pH meter, Brix-acidity meter, frying oil monitor, refracto-polarimeter, deep freezer, and controlled environment chamber.

Through this center, every year hundreds of farmers, women’s groups, Farmer Producer Organizations (FPOs), self-help groups, cooperative institutions, and aspiring entrepreneurs receive training, skill development, and guidance for establishing food processing enterprises. So far, nearly 1,000 to 1,200 beneficiaries have already benefited from this initiative. The project is expected to provide value addition to local agricultural produce and create a new direction for the rural economy.

Under the leadership of Hon’ble Vice Chancellor Prof. (Dr.) Indra Mani, the university has been continuously working to promote rural entrepreneurship, food processing industries, and agriculture-based startups. This Common Incubation Center is expected to play an important role in realizing the vision of “Atmanirbhar Bharat” (Self-Reliant India) and “Viksit Bharat”.
