कृषि विद्यार्थ्यांसाठी NSP-DBT प्रणाली महत्त्वपूर्ण पाऊल – माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि

कृषि विद्यार्थ्यांना शिष्यवृत्तीची रक्कम वेळेत, पारदर्शक आणि सुलभ पद्धतीने उपलब्ध व्हावी, यासाठी केंद्रीय कृषि व शेतकरी कल्याण तथा ग्रामीण विकास मंत्री माननीय नामदार श्री. शिवराज सिंह चौहान जी यांच्या हस्ते आज दिनांक १० ऑगस्ट २०२६ रोजी भारतीय कृषि अनुसंधान परिषद–भारतीय कृषि अनुसंधान संस्था (ICAR-IARI), पूसा, नवी दिल्ली येथे राष्ट्रीय शिष्यवृत्ती पोर्टल (NSP) आधारित थेट लाभ हस्तांतरण (DBT) प्रणालीचा शुभारंभ करण्यात आला. या माध्यमातून देशभरातील ६ हजारांहून अधिक कृषि विद्यार्थ्यांना एकूण २१.३५ कोटी रुपयांची शिष्यवृत्ती/फेलोशिपची रक्कम थेट त्यांच्या बँक खात्यांमध्ये जमा करण्यात आली. सन २०२५-२६ मध्ये प्रवेशित विद्यार्थ्यांनाही या शिष्यवृत्ती योजनेचा लाभ देण्यात आला.

यावेळी केंद्रीय कृषिमंत्री माननीय श्री. शिवराज सिंह चौहान जी यांनी कृषि शिक्षणातील व्यावहारिक प्रशिक्षणाचे महत्त्व अधोरेखित केले. केवळ वर्गातील शिक्षणातून कृषि क्षेत्रासाठी आवश्यक कौशल्ये विकसित होणार नाहीत; प्रत्यक्ष शेतातील प्रशिक्षण, प्रयोग आणि अनुभवाच्या माध्यमातूनच विद्यार्थ्यांना प्रभावी कृषि कौशल्ये प्राप्त होतात, असे त्यांनी नमूद केले. कृषि विद्यार्थ्यांनी शिक्षणासोबतच संशोधन, नवोपक्रम, स्टार्टअप आणि उद्योजकता या क्षेत्रांतही योगदान द्यावे, असे आवाहन त्यांनी केले.

कृषि क्षेत्रातील अन्नसुरक्षा, पोषणसुरक्षा आणि उपजीविका सुरक्षा यांना केंद्रस्थानी ठेवून शेतकऱ्यांचे जीवनमान उंचावणे आवश्यक असल्याचे केंद्रीय कृषिमंत्री माननीय श्री. शिवराज सिंह चौहान जी यांनी सांगितले. पूर्वी नोकरी आणि उद्योगधंद्याला प्राधान्य देऊन जे काही करू शकत नाहीत त्यांनी शेती करावी, अशी मानसिकता होती; मात्र आता “जे सर्व काही करू शकतात, त्यांनी शेती करावी, अशी सकारात्मक भूमिका समाजात निर्माण होणे गरजेचे आहे, असे प्रतिपादन त्यांनी केले.

शेतकऱ्यांचे जीवनमान उंचावण्यासाठी कृषि व संलग्न शाखांतील विद्यार्थ्यांची भूमिका अत्यंत महत्त्वाची असल्याचे सांगून त्यांनी भविष्यात विद्यार्थ्यांनी ही भूमिका अधिक प्रभावीपणे पार पाडावी, असे आवाहन केले. शेत, शेतकरी आणि विज्ञान यांच्या समन्वयातूनच देशाची अन्नसुरक्षा आणि आत्मनिर्भरता अधिक बळकट होईल, असेही त्यांनी स्पष्ट केले.

NSP-DBT प्रणालीमुळे शिष्यवृत्ती वितरण अधिक पारदर्शक

राष्ट्रीय शिष्यवृत्ती पोर्टल आधारित थेट लाभ हस्तांतरण (NSP-DBT) प्रणालीमुळे शिष्यवृत्ती वितरणामध्ये पारदर्शकता, गतिमानता आणि कार्यक्षमता वाढणार असून, विद्यार्थ्यांना आवश्यक वेळी आर्थिक सहाय्य मिळण्यास मदत होणार आहे. कार्यक्रमादरम्यान देशभरातील सुमारे ६ हजार विद्यार्थ्यांच्या खात्यांवर अल्पावधीत शिष्यवृत्तीची रक्कम जमा करण्यात आली. या प्रक्रियेमुळे शासनाची पारदर्शक आणि विद्यार्थी-केंद्रित कार्यपद्धती अधिक प्रभावीपणे अधोरेखित झाली असून, विद्यार्थ्यांच्या मनोबलात वाढ होऊन त्यांना शिक्षण, संशोधन आणि नवोपक्रमाकडे अधिक जोमाने वळण्यास प्रेरणा मिळणार आहे.

माननीय प्रधानमंत्री श्री. नरेंद्र मोदी जी यांच्या नेतृत्वाखाली केंद्र सरकारकडून अन्नसुरक्षा, पोषणसुरक्षा आणि शेतकरी उत्पन्नसुरक्षा यांना प्राधान्य दिले जात असल्याचेही केंद्रीय कृषिमंत्र्यांनी नमूद केले. भारतीय कृषि अनुसंधान परिषदेच्या वैज्ञानिकांनी केलेले संशोधन आणि शेतकऱ्यांचे अथक परिश्रम यामुळे देशाची अन्नधान्य उत्पादन क्षमता अधिक मजबूत झाली आहे. कृषि विद्यार्थ्यांनी केवळ रोजगाराच्या संधींपुरते मर्यादित न राहता देशाच्या कृषि विकासासाठी मोठी उद्दिष्टे ठेवून कार्य करावे, असे आवाहन त्यांनी केले.

तसेच, हरियाली अमावस्येच्या निमित्ताने देशभरातील भारतीय कृषि अनुसंधान परिषदेच्या संस्थांमध्ये कृषि विद्यार्थ्यांनी वृक्षारोपण उपक्रमात सहभागी व्हावे, असे आवाहन करून कृषि विकासासोबतच पर्यावरण संवर्धन हीदेखील सामूहिक जबाबदारी असल्याचे त्यांनी स्पष्ट केले.

या कार्यक्रमास केंद्रीय कृषि व शेतकरी कल्याण राज्यमंत्री माननीय नामदार श्री. भागीरथ चौधरी जी, भारतीय कृषि अनुसंधान परिषदेचे माननीय महासंचालक डॉ. मांगीलाल जाट, सचिव श्री. ज्ञानेंद्र त्रिपाठी, उपमहासंचालक डॉ. यशपाल सिंह मलिक, संचालक डॉ. सी. श्रीनिवास राव यांच्यासह ICAR व IARIचे वरिष्ठ अधिकारी, वैज्ञानिक आणि विद्यार्थी उपस्थित होते. देशभरातील हजारो विद्यार्थी ऑनलाइन माध्यमातून या कार्यक्रमात सहभागी झाले.

वसंतराव नाईक मराठवाडा कृषि विद्यापीठाचा सक्रिय सहभाग

या महत्त्वपूर्ण कार्यक्रमात वसंतराव नाईक मराठवाडा कृषि विद्यापीठ, परभणीचे माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि हे विशेष निमंत्रित म्हणून सहभागी झाले. त्यांनी कार्यक्रमात ऑनलाइन माध्यमातून सहभाग नोंदविला.

या उपक्रमाबाबत बोलताना माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि म्हणाले की, NSP-DBT प्रणाली ही विद्यार्थ्यांना शिष्यवृत्तीची रक्कम पारदर्शकपणे आणि वेळेत उपलब्ध करून देण्याच्या दृष्टीने एक महत्त्वपूर्ण पाऊल आहे. या प्रणालीमुळे कृषि विद्यार्थ्यांना शिष्यवृत्तीची रक्कम नियमितपणे आणि वेळेत उपलब्ध होणार असून, मानवी हस्तक्षेपामुळे होणारी दिरंगाई तसेच विविध स्तरांवरील अनावश्यक प्रशासकीय प्रक्रिया कमी होण्यास मदत होणार आहे. परिणामी, शिष्यवृत्ती वितरणाची प्रक्रिया अधिक सुलभ, गतिमान, पारदर्शक आणि कार्यक्षम होऊन विद्यार्थ्यांना त्याचा थेट लाभ मिळणार आहे.

यावेळी विद्यापीठाचे शिक्षण संचालक डॉ. बाबासाहेब ठोंबरे, विद्यापीठाचे ICAR नोडल अधिकारी डॉ. सचिन मोरे यांच्यासह विद्यापीठातील विविध शाखांमधील ICAR शिष्यवृत्तीचे २५० हून अधिक लाभार्थी विद्यार्थी ऑनलाइन माध्यमातून सहभागी झाले.

राष्ट्रीय स्तरावर सुरू करण्यात आलेल्या NSP-DBT प्रणालीमुळे वसंतराव नाईक मराठवाडा कृषि विद्यापीठातील कृषि विद्यार्थ्यांना शिष्यवृत्तीची रक्कम वेळेत आणि थेट त्यांच्या बँक खात्यावर मिळण्याचा मार्ग अधिक सुलभ झाला आहे. या उपक्रमामुळे विद्यार्थ्यांना आर्थिक स्थैर्य मिळून त्यांच्या शिक्षण, संशोधन आणि कृषि नवोपक्रमातील सहभागाला निश्चितच चालना मिळणार आहे.

NSP-DBT System is a Significant Step for Agricultural Students – Hon’ble Vice-Chancellor Prof. (Dr.) Indra Mani

 

To ensure that agricultural students receive scholarship amounts in a timely, transparent and convenient manner, the National Scholarship Portal (NSP)-based Direct Benefit Transfer (DBT) system was launched today, August 10, 2026, by the Hon’ble Union Minister for Agriculture and Farmers Welfare and Rural Development, Shri Shivraj Singh Chouhan, at the Indian Council of Agricultural Research–Indian Agricultural Research Institute (ICAR-IARI), Pusa, New Delhi.

Through this initiative, scholarships/fellowships amounting to a total of ₹21.35 crore were directly transferred to the bank accounts of more than 6,000 agricultural students across the country. Students admitted during the academic year 2025–26 were also covered under the scholarship scheme.

On the occasion, Union Agriculture Minister Hon’ble Shri Shivraj Singh Chouhan emphasized the importance of practical training in agricultural education. He stated that the skills required for the agriculture sector cannot be developed through classroom education alone. Students acquire effective agricultural skills through practical field training, experiments and hands-on experience. He called upon agricultural students to contribute not only to education but also to research, innovation, startups and entrepreneurship.

The Union Agriculture Minister further stated that improving farmers’ livelihoods must remain at the centre of efforts aimed at ensuring food security, nutritional security and livelihood security. He observed that there was earlier a mindset that those who could not pursue jobs or other professions should take up farming. However, a positive mindset needs to be created in society that “those who can do everything should choose agriculture.”

Highlighting the important role of students from agriculture and allied disciplines in improving the quality of life of farmers, he urged students to play this role more effectively in the future. He also emphasized that coordination among farms, farmers and science would further strengthen the country’s food security and self-reliance.

NSP-DBT System to Enhance Transparency in Scholarship Distribution

The National Scholarship Portal-based Direct Benefit Transfer (NSP-DBT) system is expected to enhance transparency, speed and efficiency in the distribution of scholarships and facilitate timely financial assistance to students. During the programme, scholarship amounts were credited within a short period to the bank accounts of around 6,000 students across the country.

The initiative further demonstrates the Government’s transparent and student-centric approach and is expected to boost students’ confidence and motivate them to pursue education, research and innovation with greater enthusiasm.

The Union Agriculture Minister also stated that, under the leadership of Hon’ble Prime Minister Shri Narendra Modi, the Central Government is giving priority to food security, nutritional security and farmers’ income security. The research conducted by scientists of the Indian Council of Agricultural Research, along with the tireless efforts of farmers, has strengthened the country’s food-grain production capacity. He urged agricultural students to set ambitious goals and contribute to the development of Indian agriculture rather than limiting themselves merely to employment opportunities.

On the occasion of Hariyali Amavasya, he also called upon agricultural students to participate in tree plantation activities at ICAR institutions across the country. He emphasized that environmental conservation is a collective responsibility along with agricultural development.

The programme was attended by Union Minister of State for Agriculture and Farmers Welfare, Hon’ble Shri Bhagirath Choudhary; Hon’ble Director General of ICAR, Dr. Mangilal Jat; Secretary Shri Gyanendra Tripathi; Deputy Director General Dr. Yashpal Singh Malik; Director Dr. C. Srinivasa Rao; along with senior officials and scientists of ICAR and IARI and students. Thousands of students from across the country participated in the programme through online mode.

Active Participation of VNMKV, Parbhani

Hon’ble Vice-Chancellor Prof. (Dr.) Indra Mani of Vasantrao Naik Marathwada Krishi Vidyapeeth (VNMKV), Parbhani, participated in this important national-level programme as a special invitee through online mode.

Speaking about the initiative, Hon’ble Vice-Chancellor Prof. (Dr.) Indra Mani stated that the NSP-DBT system is an important step towards ensuring that scholarship amounts reach students in a transparent and timely manner. The system will enable agricultural students to receive scholarship amounts regularly and on time, while helping to reduce delays caused by human intervention and unnecessary administrative procedures at various levels. As a result, the scholarship distribution process will become simpler, faster, more transparent and efficient, enabling students to receive the benefits directly.

Dr. Babasaheb Thombre, Director of Education, VNMKV, and Dr. Sachin More, ICAR Nodal Officer of the University, along with more than 250 beneficiaries of ICAR scholarships from various disciplines of the University, participated in the programme through online mode.

The launch of the NSP-DBT system at the national level has made the process of receiving scholarship amounts directly into the bank accounts of agricultural students of Vasantrao Naik Marathwada Krishi Vidyapeeth, Parbhani, more convenient and efficient. The initiative is expected to provide greater financial stability to students and further encourage their participation in education, research and agricultural innovation.
