विकसित भारत २०४७च्या संकल्पनेला गती देण्यासाठी ग्रामीण भागातील नवकल्पना, स्थानिक ज्ञान आणि शेतकरी-केंद्रित संशोधनाला प्रोत्साहन देणे आवश्यक आहे. या अनुषंगाने वसंतराव नाईक मराठवाडा कृषी विद्यापीठ, परभणी आणि नॅशनल इनोव्हेशन फाउंडेशन–इंडिया (एनआयएफ - NIF), गांधीनगर यांच्यामध्ये परभणी येथे दिनांक १२ ऑगस्ट २०२६ रोजी सामंजस्य करार करण्यात आला. हा करार विद्यापीठाचे माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि आणि एनआयएफचे संचालक माननीय डॉ. अरविंद रानडे यांच्या उपस्थितीत करण्यात आला.

सामंजस्य कराराच्या निमित्ताने विद्यापीठात आयोजित ‘विकसित भारत २०४७ साठी समावेशक नवकल्पना’ (Inclusive Innovations for Viksit Bharat 2047) या विशेष व्याख्यानाचे आयोजन  करण्यात आला. करारानुसार दोन्ही संस्थांच्या सहकार्याने समावेशक नवोपक्रम परिसंस्था विकसित करणे, विद्यार्थी व शेतकऱ्यांच्या नवकल्पनांचा शोध घेणे, त्यांचे दस्तऐवजीकरण, पडताळणी व प्रमाणीकरण करणे, नवकल्पकांना मार्गदर्शन व प्रशिक्षण देणे तसेच सामाजिक गरजांवर आधारित संयुक्त संशोधन प्रकल्प राबविण्यात येणार आहेत.

या सामंजस्य करारामुळे विद्यापीठातील पदवी, पदव्युत्तर, आचार्य व पदव्युत्तर संशोधकांना एनआयएफच्या सहकार्याने ग्रामीण नवकल्पना, मूल्यवर्धन, तंत्रज्ञान विकास आणि समाजाच्या अपूर्ण गरजांवर संशोधन करण्याची संधी उपलब्ध होणार आहे. तसेच विद्यार्थ्यांना व शिक्षकांना नवकल्पकांना मार्गदर्शन करून त्यांच्या कल्पनांचे बाजारपेठेसाठी उपयुक्त समाधानांमध्ये रूपांतर करण्यासाठी सहकार्य करता येणार आहे. नवोपक्रम, उद्योजकता विकास आणि बौद्धिक संपदा हक्क व्यवस्थापनाबाबत संयुक्त कार्यशाळाही आयोजित करता येणार आहेत.

यावेळी बोलताना माननीय कुलगुरू प्रा. (डॉ.) इन्द्र मणि यांनी नॅशनल इनोव्हेशन फाउंडेशनच्या स्थापनेपासून संस्थेच्या कार्याशी जोडलेल्या सर्व व्यक्ती व संस्थांप्रती आदर व्यक्त केला. एनआयएफसोबत सुरुवातीपासून असलेला संबंध आणि या संस्थेचे सक्षम नेटवर्क विद्यापीठासाठी अत्यंत उपयुक्त असल्याचे त्यांनी नमूद केले. संशोधन प्रकल्प आणि संशोधकांच्या नवकल्पनांकडे सकारात्मक दृष्टिकोनातून पाहण्याची गरज असून, शेतकऱ्यांच्या शेतावरील जोखीम कमी करणारे संशोधन उभारले पाहिजे, असे त्यांनी सांगितले. तंत्रज्ञान महत्त्वाचे असले तरी तंत्रज्ञानाचा लाभ अधिक महत्त्वाचा आहे, असे स्पष्ट करत त्यांनी संशोधनाचा केंद्रबिंदू शेतकरी आणि समाजाच्या गरजा असाव्यात, असे प्रतिपादन केले.

सहज व सरळ जीवनापेक्षा स्पर्धात्मक वातावरणातून सक्षमता निर्माण होते, असे सांगून माननीय कुलगुरूंनी “प्रश्नांना प्रश्न म्हणून संबोधले, तर त्यांची उत्तरे शोधणे अधिक सोपे जाते,” या कार्यपद्धतीचा विद्यापीठात अवलंब केला जात असल्याचे नमूद केले. विद्यार्थी-केंद्रित शिक्षण, नवकल्पना-आधारित संशोधन, शेतकरी-केंद्रित विस्तार कार्य आणि कर्मचारी-केंद्रित प्रशासन या चारही बाबींवर भर दिल्यामुळे विद्यापीठाने राष्ट्रीय पातळीवर अनेक उल्लेखनीय यश संपादन केले असल्याचे त्यांनी सांगितले. नजीकच्या काळात विद्यापीठातील नोकरभरतीची प्रक्रिया देखील राबविण्यात येणार असल्याचे त्यांनी नमूद केले. तसेच प्रत्येकाने आपल्या कार्यासाठी सक्षम उत्तराधिकारी तयार करावा, जेणेकरून संस्थेचे कार्य सातत्याने पुढे चालू राहील, असे आवाहन त्यांनी केले.

एनआयएफचे संचालक डॉ. अरविंद रानडे यांनी ‘Inclusive Innovation for Viksit Bharat’ या विषयावर मार्गदर्शन करताना नवकल्पक संशोधक हे भारतीय अर्थव्यवस्थेचे महत्त्वाचे आधारस्तंभ असल्याचे सांगितले. भारताकडे मोठ्या प्रमाणावर तरुण मनुष्यबळाची जमेची बाजू असून, या लोकसंख्यात्मक लाभाचा प्रभावी उपयोग करण्याची गरज आहे. भारतीय समाजरचनेत ग्रामीण लोकसंख्येचा मोठा वाटा असून, मोठ्या प्रमाणावर अल्पभूधारक शेतकरी आहेत. त्यामुळे विकसित भारत २०४७चे स्वप्न साकारण्यासाठी उत्पादकता, भारतीय ओळख व गौरवशाली परंपरा, क्षमता आणि परिस्थितीशी जुळवून घेण्याची क्षमता (resilience) यावर भर देणे आवश्यक असल्याचे त्यांनी सांगितले.

नवीन संशोधन उपक्रम हे शेतकऱ्यांच्या मागण्या आणि त्यांच्या प्रत्यक्ष समस्यांवर आधारित असावेत, असे डॉ. रानडे यांनी स्पष्ट केले. कृषी, जल व स्वच्छता, आरोग्य व पोषण, ऊर्जा व पर्यावरण तसेच जीवनमान उंचावणे या क्षेत्रांमध्ये संशोधनाला चालना देण्याची गरज असल्याचे त्यांनी नमूद केले. भारताच्या Indigenous Knowledge आणि स्थानिक तंत्रज्ञानामध्ये अनेक समस्यांची व्यावहारिक उत्तरे दडलेली आहेत. देशातील शेतकरी, कारागीर आणि ग्रामीण नवकल्पकांकडे असलेल्या या ज्ञानाला मागील २५ वर्षांत एनआयएफने पुढे आणण्याचे महत्त्वपूर्ण कार्य केले असल्याचे त्यांनी सांगितले. यावेळी त्यांनी एनआयएफच्या कार्यपद्धतीचे सविस्तर विश्लेषण केले.

व्हीएआरडी विभाग प्रमुख डॉ. राकेश माहेश्वरी यांनी नवकल्पक संशोधक नाविन्यपूर्ण कल्पना व संशोधन घेऊन येत असल्याचे सांगितले. या नवकल्पनांना शास्त्रज्ञांनी शास्त्रीय दृष्टिकोनातून अधिक उपयुक्त, सुलभ आणि व्यवहार्य बनविण्याची आवश्यकता आहे. नवकल्पकांच्या संशोधनाला बौद्धिक संपदा हक्कांतर्गत संरक्षण देणे, योग्य नोंदणीसाठी मदत करणे आणि त्यांच्या तंत्रज्ञानाला व्यावसायिकदृष्ट्या सक्षम करण्यासाठी प्रोत्साहन देणे आवश्यक असून, एनआयएफ या दिशेने महत्त्वपूर्ण कार्य करीत असल्याचे त्यांनी सांगितले.

कार्यक्रमाचे प्रस्ताविक संशोधन संचालक डॉ. भगवान आसेवार यांनी केले. त्यांनी संशोधनातील नवकल्पनांचे महत्त्व विशद केले. कार्यक्रमास विस्तार शिक्षण संचालक डॉ. राकेश अहिरे, शिक्षण संचालक डॉ. बाबासाहेब ठोंबरे, अधिष्ठाता डॉ. प्रविण वैद्य, डॉ. राजेश क्षीरसागर, डॉ. राहुल रामटेके, डॉ. विश्वनाथ खंदारे, डॉ. नीता गायकवाड आदी मान्यवर उपस्थित होते.

यावेळी श्री. मोहन मुक्ताजी लांब, चिंचपूर (ता. धारूर, जि. बीड) आणि श्री. संभाजी शिराळे, पेठ शिवणी (ता. पालम, जि. परभणी) या नवकल्पक शेतकऱ्यांचा सन्मान करण्यात आला.

कार्यक्रमाचे सूत्रसंचालन संशोधन उपसंचालक डॉ. रणजीत चव्हाण यांनी केले, तर आभार संशोधन उपसंचालक डॉ. सुनीता पवार यांनी मानले तर संशोधन उपसंचालक डॉ. प्रभाकर पडघन आणि संशोधन संचालनालयातील अधिकारी आणि कर्मचाऱ्यांनी परिश्रम घेतले.  या विशेष व्याख्यानाचा लाभ विद्यापीठातील विभागप्रमुख, शास्त्रज्ञ, आचार्य व पदव्युत्तर अभ्यासक्रमातील विद्यार्थ्यांनी घेतला.

सामंजस्य करारानुसार दोन्ही संस्थांमध्ये संयुक्त कार्यशाळा, प्रशिक्षण, संशोधन व विद्यार्थी-शोधक विनिमय कार्यक्रम राबविण्यासह संयुक्त अभ्यासक्रम सुरू करण्याचीही तरतूद आहे. कराराची मुदत पाच वर्षांची असून, दोन्ही संस्थांच्या सहकार्याने ग्रामीण व शेतकरी-केंद्रित नवकल्पनांना व्यापक व्यासपीठ उपलब्ध होण्यास मदत होणार आहे.

Inclusive Innovations for Viksit Bharat: Vasantrao Naik Marathwada Krishi Vidyapeeth Signs MoU with National Innovation Foundation

 

The benefit of technology is more important than technology itself; farmers should remain at the centre of research — Hon’ble Vice-Chancellor Prof. (Dr.) Indra Mani

 

To accelerate the vision of Viksit Bharat 2047, it is essential to promote rural innovations, indigenous knowledge, and farmer-centric research. In this context, a Memorandum of Understanding (MoU) was signed on 12 August 2026 between Vasantrao Naik Marathwada Krishi Vidyapeeth (VNMKV), Parbhani, and the National Innovation Foundation–India (NIF), Gandhinagar. The MoU was signed in the presence of the Hon’ble Vice-Chancellor, Prof. (Dr.) Indra Mani, and the Director of NIF, Dr. Arvind Ranade.

On the occasion of the MoU, a special lecture on “Inclusive Innovations for Viksit Bharat 2047” was organized at the university. Under the MoU, both institutions will work together to develop an inclusive innovation ecosystem; identify innovations developed by students and farmers; undertake their documentation, validation and authentication; provide guidance and training to innovators; and implement joint research projects based on societal needs.

The MoU will provide undergraduate, postgraduate, doctoral and research scholars of the university with opportunities, in collaboration with NIF, to undertake research on rural innovations, value addition, technology development, and unmet societal needs. Students and faculty members will also be able to support innovators in transforming their ideas into market-oriented and practical solutions. Joint workshops on innovation, entrepreneurship development and intellectual property rights management may also be organized.

Speaking on the occasion, Hon’ble Vice-Chancellor Prof. (Dr.) Indra Mani expressed his respect for all individuals and institutions associated with the work of the National Innovation Foundation since its inception. He stated that the long-standing association with NIF and its strong network would be highly beneficial to the university. He emphasized the need to adopt a positive approach towards research projects and innovations developed by researchers and stressed that research should focus on reducing risks faced by farmers in the field. “Technology is important, but the benefit derived from technology is more important,” he said, emphasizing that farmers and the needs of society should remain at the centre of research.

The Hon’ble Vice-Chancellor further stated that capability is developed through a competitive environment rather than through an overly simple and comfortable way of life. He mentioned that the university follows the working principle that “When questions are identified as questions, finding their answers becomes easier.” He said that the university has achieved several notable accomplishments at the national level by focusing on four key areas: student-centric education, innovation-driven research, farmer-centric extension activities, and employee-centric administration. He also informed that the recruitment process at the university would be undertaken in the near future. He appealed to everyone to prepare capable successors in their respective areas of work so that the institution’s activities could continue seamlessly.

Director of NIF, Dr. Arvind Ranade, while delivering his lecture on “Inclusive Innovation for Viksit Bharat,” stated that innovative researchers are important pillars of the Indian economy. India has the advantage of a large young population, and there is a need to make effective use of this demographic dividend. Since a substantial proportion of India’s population lives in rural areas and a large number of farmers are small and marginal landholders, achieving the vision of Viksit Bharat 2047 requires a focus on productivity, Indian identity and heritage, capability, and resilience.

Dr. Ranade emphasized that new research initiatives should be based on the demands of farmers and their real-life problems. He highlighted the need to promote research in areas such as agriculture, water and sanitation, health and nutrition, energy and environment, and improvement of quality of life. He stated that many practical solutions to existing problems are embedded in India’s indigenous knowledge and local technologies. Over the past 25 years, NIF has played an important role in bringing forward the knowledge and innovations of farmers, artisans and rural innovators across the country. He also provided a detailed overview of NIF’s working methodology.

Dr. Rakesh Maheshwari, Head of the VARD Department, stated that innovative researchers bring forward novel ideas and research. Scientists need to further refine these innovations through a scientific approach to make them more useful, accessible and practical. He emphasized the importance of protecting innovators’ research under intellectual property rights, assisting them with appropriate registration, and encouraging the commercial development of their technologies. He noted that NIF is playing an important role in this direction.

The programme was introduced by Research Director Dr. Bhagwan Asewar, who highlighted the importance of innovation in research. The programme was attended by Director of Extension Education Dr. Rakesh Ahire, Director of Education Dr. Babasaheb Thombre, Dean Dr. Pravin Vaidya, Dr. Rajesh Kshirsagar, Dr. Rahul Ramteke, Dr. Wishwanath Khandare, Dr. Nita Gaikwad, and other dignitaries.

On the occasion, innovative farmers Mr. Mohan Muktaji Lamb, Chinchpur, Taluka Dharur, District Beed, and Mr. Sambhaji Shirale, Peth Shivni, Taluka Palam, District Parbhani, were felicitated for their innovations.

The programme was compered by Deputy Director of Research Dr. Ranjit Chavan, while Deputy Director of Research Dr. Sunita Pawar proposed the vote of thanks. Deputy Director of Research Dr. Prabhakar Padghan, along with officers and employees of the Directorate of Research, contributed to the successful organization of the programme. Heads of departments, scientists, doctoral scholars and postgraduate students of the university participated in and benefited from the special lecture.

As per the MoU, the two institutions will jointly undertake workshops, training programmes, research activities, and student and researcher exchange programmes, with provision for initiating joint academic programmes as well. The MoU is valid for five years. The collaboration is expected to provide a wider platform for rural and farmer-centric innovations and contribute significantly to the realization of the vision of Viksit Bharat 2047.
